Setting Up Common Technical Facilities for Private Space Manufacturing

The Department of Space just opened the door to private players in the space sector. And now they’ve moved on to setting up common technical facilities. This is happening in Gujarat and Tamil Nadu. A big push, you could say, to get indigenous manufacturing going, to actually spur private participation.

The state governments—Gujarat and Tamil Nadu—they’ve already done the groundwork. They’ve identified land parcels. These are set up for plug-and-play manufacturing clusters, strictly for space stuff. And these facilities will be built right inside those clusters.

Think about Gujarat first. They’re looking at the Space Manufacturing Park at Khoraj . That’s where the heavy, capital-intensive infrastructure for spacecraft systems is going to live. It’s not just about bricks and mortar. Manoj Kumar Das, the Chief Secretary in Gujarat, put it nicely. He said it’s a strategic enabler. Rapid growth for Space Tech manufacturing .

Meanwhile, Tamil Nadu is focusing on something different. They’re planning a Space Vehicles Cluster in Thoothukudi . This is aimed at manufacturing, testing, and integrating launch vehicle systems. It’s positioned near the upcoming small vehicle launch complex. It addresses that growing demand for smaller launchers.

The funding structure is defined, too. IN-SPACe is handling the technical infrastructure. They’ll procure, install, and run the facilities for a set time. Then, ownership shifts to the respective state governments. The states, naturally, provide the land, the civil construction needed, and all the civic infrastructure.

Dr. Pawan Kumar Goenka, Chairman of IN-SPACe, pointed out the main benefit. Private space industries—start-ups, MSMEs, big industries—they get access. No need to invest in and operate their own facilities. The interest is already strong. Investment commitments are lined up. Private players are already involved. He added that about ten states are looking to set up similar clusters.

Dr. M Sai Kumar, the Chief Secretary in Tamil Nadu, highlighted the vision there. They’ve sanctioned 100 crore rupees for the Space Vehicle Common Testing Facility Centre in Thoothukudi . This is meant to be a critical asset. It’s supposed to help assemble launch vehicles, satellites, and test components. It’s supposed to be huge for manufacturers, especially those space tech start-ups. It’s making Tamil Nadu a manufacturing hub.

So the flow is messy. It’s not a neat timeline. It’s more about these clusters forming. Gujarat is building the manufacturing park. Tamil Nadu is focusing on the vehicle testing. Both are tied to the bigger goal of attracting industry. It’s a lot of infrastructure moving, driven by private interest, but still held by the state governments. It’s happening now.
