Shuffling in Manipur: New Posting for Police Director General

The Centre just signed off on some shuffling in Manipur. Apparently, Rajiv Singh , the current Director General of Police for the state, is getting a new gig. He’s being moved to the Cabinet Secretariat, taking on the role of Secretary (Security) . This came through an order from the Department of Personnel and Training, issued Thursday.

Singh, he’s a 1993-batch IPS officer. He’s been running the Manipur Police for almost three years now. It’s a move, obviously.

The official line, the DoPT order said something like this: the Appointments Committee of the Cabinet gave the nod. They approved putting Shri Rajiv Singh , IPS (TR:1993), the former DGP of Manipur, into this new post. It starts when he assumes charge, or whenever they decide, whichever comes first. It’s administrative stuff, but it happens right in the middle of everything else.

You have to remember the background. This whole situation isn't just about a job title. It’s about the mess that erupted back in May.

That’s when Singh took over as the chief police. May 30th, 2023. Right after the ethnic violence between the Meitei and Kuki communities flared up. It was chaos.

Things were already fractured within the police force, you see. Divisions were already there. Meitei personnel were mostly posted in the valley areas. But the Kuki-Zo officers were shifted to the hill districts. It’s a very visible split.

And there was another layer of history there. Before Singh got the top spot, the second most senior officer was C Doungel. A 1990-batch IPS officer. He was the brother of P Doungel. P Doungel, who was the then DGP, belonged to the Kuki-Zo community.

But seniority didn’t matter much then. C Doungel, despite being next in line, couldn't be considered for the top post. The ethnic tensions just became too heavy. He had to leave Imphal.

So, the government looked for someone else. Someone neutral, or at least someone who wasn’t tied up in that specific divide. That’s how Singh got the job. He wasn't from the Meitei side, and he wasn't from the Kuki community either. Before he even arrived in Manipur, his cadre had been shifted from Tripura to Manipur. Just another layer of movement.

Now, this new role, Secretary (Security) . It means he’s heading up the administrative coordination for the Special Protection Group, the SPG. That group handles the Prime Minister’s security, plus general VIP security administration. It’s high level stuff. Moving him to Delhi, under the Cabinet Secretariat. It’s a big step up, a shift from local policing to high-level coordination.

But the state itself? The Manipur government hasn’t named anyone yet to take over Singh’s spot. There’s no clear successor. The names floating around are Ashutosh Sinha, another 1993-batch IPS officer. And Lupheng Kailun, from the 1994 batch. Nothing solid yet.

And the tension? It hasn't eased up at all. It just changed shape. The unresolved Meitei-Kuki clashes are still there, simmering. But now there’s this fresh violence. Involving Naga groups, too. Kuki groups, too.

The authorities are scrambling. They are trying to rescue people. At least fourteen Kuki-Zo individuals. And six Naga people. They were allegedly abducted amidst all this ongoing unrest. It’s a desperate situation.

Singh? He’s likely to stay put for a while. He probably won’t be relieved until this whole situation settles down. It’s a tightrope walk, really. Just waiting for some sort of stability before things can actually calm down. The whole thing just keeps moving, doesn't it? Unpredictable.
