NIA Investigation Against Shabir Ahmad Shah and Separatist Leaders

The National Investigation Agency, or NIA , is moving forward. They are setting up to file a chargesheet against Shabir Ahmad Shah. This man is a prominent Kashmiri separatist leader. The case itself stretches back nearly thirty years. It deals with mob violence and attacks on police personnel in Srinagar. CNN-News18 picked up this story.

The filing will happen Friday. It goes before the Special NIA Court in Jammu. This whole thing connects to chaos that erupted during the funeral procession of a terrorist who was killed in an encounter back in July 1996.

Shah is the main name here, the primary accused. He’s linked up with groups like the All Parties Hurriyat Conference and the Jammu and Kashmir Democratic Freedom Party.

Six people are named in this chargesheet. And sources tell us three of those co-accused have died already. It’s grim.

Think about what actually happened. This case stems from July 17, 1996. A funeral procession was taken out for Hilal Ahmad Beigh. He had been killed in an encounter with security forces over there in Parimpora.

The investigation alleges something ugly during that time. A mob allegedly led by Hurriyat activists carried Beigh’s body through the procession. They were raising anti-India slogans.

This wasn't just a funeral gone wrong. The violence escalated fast. Reports say the mob resorted to stone-pelting. Public property got damaged too. And they attacked police personnel. A case was registered at the Shergarhi Police Station in Srinagar right after this mess.

Investigators are alleging something deeper. They claim this whole episode wasn't random. It was part of a conspiracy by Hurriyat leaders. The goal? To incite unrest during that funeral procession.

Now we look at what they’re charging him with. It’s heavy stuff. We’re talking about provisions under the UAPA and the Arms Act. But also parts of the older Ranbir Penal Code are involved. Sections 147, 148 for rioting. Section 336 for endangering life. Section 341 for wrongful restraint. Section 307 for attempting murder. And Section 332 for making a public servant stop their duty. Plus Section 427 for causing damage.

And then there’s the Unlawful Activities (Prevention) Act, specifically Section 13 concerning unlawful activities. That mixes in with the Arms Act provisions too.

The NIA took over this long-pending matter. They re-registered it as RC-01/2026/NIA/JMU to dig deeper.

Shabir Shah was arrested back in April 2026. This happened after he got bail in separate cases concerning terror funding that the NIA was also looking into at the time. It’s a complicated timeline, really.

The whole point of this chargesheet seems aimed at establishing Shabir Shah's alleged role. He and other Hurriyat leaders allegedly mobilized these crowds. They used those funeral processions to fuel unrest in the Kashmir Valley. The agency is trying to hold senior organizers accountable for using these events to cause chaos against security forces. Even when several people involved have died over the years, they are pushing this forward. It’s about linking separatist-linked violence directly to attacks on police and state authority.
