Karnataka's Plan for an Artificial Intelligence University and Global Technology Hub

Karnataka is looking at setting up an Artificial Intelligence University. It’s trying to beef up its spot as a global technology hub, Chief Minister D K Shivakumar said on Wednesday. He was seeking input from industry folks on this idea.

This talk came after his meeting with Global Capability Centre leaders in Bengaluru. PTI reported that the proposal is still just an idea right now. The government was consulting everyone before moving anything forward.

“There’s a plan for an AI university,” he mentioned. “We asked for suggestions from everybody. It's a new direction. Whatever the world needs, we want to bring it from Bengaluru. And honestly, the world looks to us for it. We sought input.”

The whole event was organized by the Department of Electronics and IT, partnering with the Karnataka Digital Economy Mission. They brought in over 200 GCC leaders. They talked about AI, talent development, research, infrastructure all that stuff, plus ease of doing business.

Industry leaders offered some specific pointers, though. Things like mobility, setting up centers of excellence, pushing innovation, and getting investments out beyond Bengaluru. Shivakumar said the government would look at changing policies to match what the industry expected. They needed to keep Karnataka ahead of the curve against other states.

Then there was the regional angle. To make sure development is balanced across the state, they are incentivizing companies. They want them to set up operations in smaller cities Tier-II and Tier-III spots like Mangaluru, Kalaburagi, Belagavi, and Dharwad. The deal? Cheaper land, better infrastructure help, and doubling the permissible Floor Area Ratio if the project creates jobs.

It’s a big push. Shivakumar stressed that Karnataka still holds India's lead for Global Capability Centres. More than 35 per cent of those centres are based in Bengaluru alone. He felt the government needed to build an environment where businesses can actually innovate, grab top talent, and scale up globally. It’s about positioning Karnataka as the leader in AI, engineering, research, and enterprise transformation.
