Strengthening Cybercrime Response: The Need for State Cyber Crime Coordination Centres (S4Cs)

The Ministry of Home Affairs just sent out a request. It’s aimed at states and Union Territories that haven't actually set up or started running their State Cyber Crime Coordination Centres the S4Cs. They need to take action, they said. The whole point is strengthening how we deal with cybercrime .

They framed it as needing a better response mechanism overall.

You know, the Indian Cyber Crime Coordination Centre, I4C? It was set up back in 2018. Its job was to beef up the country’s ability to stop, find, investigate, and prosecute all sorts of cybercrime in one go. That was the initial goal.

But things keep changing. The ministry pointed out that since then, the whole situation has gotten way more complex. Cybercrimes are increasing they're getting nastier. We’re talking about massive financial frauds, online scams, digital arrest stuff, identity theft… all these technology-enabled offenses. They cross borders too. It just demands a much bigger coordinated institutional response.

So the MHA basically said that the I4C has done its part in fighting cybercrime mitigation so far. But now there’s more to do. There needs to be this state-level structure coordinating everything locally.

They prepared a concept note for setting up and strengthening these S4Cs across the states and UTs. These centres are supposed to be the main local hubs, nodal agencies, coordinating prevention, detection, and prosecution right where it happens.

This isn't just some idea floating around, though. There’s been push for this structure before. The MHA mentioned that the need for a dedicated state-level mechanism wasn't new. They brought it up in communication from the Union Home Minister back in 2019. And there was input from the Parliamentary Standing Committee on Home Affairs too.

There was also a Supreme Court order, dating back to December of '25 wait, December 1st, 2025? That sounds specific. It focused heavily on digital arrest frauds and stressed that action needed to be coordinated, swift, and effective between the I4C and these state units.

The court really hammered home the need for this close coordination. Timely action was key, apparently.

But there’s a bit of mixed reaction or progress reported. The ministry noted some states and UTs have managed to move in this direction already. Some places have established their own state-level units, which has led to better coordination and a more effective mechanism against these cyber issues. It sounds like some jurisdictions are ahead of the curve.

Still, for the rest of them the remaining states and territories the request stands. They are being asked again to act. To get these State Cyber Crime Coordination Centres established or strengthened in their areas.

And I4C isn't just sitting back. The ministry assured that they will provide whatever assistance is needed for setting up and running these S4Cs. But there’s a condition attached, of course. They asked the states and UTs to communicate who is in charge. You have to tell I4C and the ministry the name, designation, and contact details of the head of that cybercrime unit, or at least someone nominated who isn't below Deputy Inspector General rank.

It’s all about making sure there’s a clear line of communication when these complex digital threats are moving around. It feels like they are trying to force a structure into place, piece by piece, even if the flow is still pretty messy right now.
