Beijing immediately framed the move as a response to what they called the "wrongful" addition of some Chinese entities to Washington's list of Chinese Military Companies. They claimed it was all about safeguarding China’s "national security and interests."
The targeting really points at those rare earth companies. Both USA Rare Earth and MP Materials are central to America’s drive to reduce dependence on supply chains controlled by China. That vulnerability has been driving a lot of urgency in Washington ever since Beijing showed its willingness to weaponize the sector.
That willingness showed itself last year, too. When China slapped export controls on rare earths following Trump’s tariffs that really shifted the balance in trade talks and kicked off US efforts to build domestic alternatives.
An executive based in China, who didn't want to be named, described these new measures as "measured and symbolic." It felt like a calculated step, less about immediate economic damage and more about signaling.
This action happened less than two weeks after the Pentagon put Alibaba, Baidu, and BYD on its blacklist for alleged ties to the People’s Liberation Army. All three Chinese firms denied any military connection whatsoever. The timing just fits some pattern you see happening all the time.
Reports from places like the EU Chamber of Commerce in China suggest Beijing has nearly tripled its use of export controls over the last five years alone. And researchers found that while some actions directly respond to Western moves, Beijing is also using these controls to choke off trade routes more broadly. It's a complex game unfolding right now.
