Karnataka Demands for Central Funding and Development Support

Shivakumar met Prime Minister Modi in New Delhi on Thursday. It wasn't just a casual chat. He brought an 18-point memorandum . A big ask, really.

It was all about getting the Centre’s backing money and support for development across Karnataka. Infrastructure, irrigation, all of it piling up.

The demands were pretty specific. Securing central approval for major irrigation schemes felt like the starting point. Pending fund releases were huge. And then there was the infrastructure push, especially in Bengaluru. That city is growing fast.

He wanted a special grant. Rs 26,000 crore just earmarked for Bengaluru’s massive needs. Not enough? He pushed for early sign-off on projects like the Satellite Town Ring Road. Also needed more cash flow for expanding the Metro and all those suburban rail networks. It's a constant drain, isn't it?

Meanwhile, there was the water side of things. Irrigation demands are huge here. The Mekedatu balancing reservoir project is long overdue. He pressed hard for that to clear up. And the Krishna Upper Stage project keeps dragging on. There’s this revised estimate floating around Rs 21,167.93 crore for Bhadra Upper Stage. That part seemed appraised already. Why isn't the money just released? Under PMKSY-AIBP, they asked for it quickly.

There were also these other water hurdles. The Forest and Wildlife departments are stalling things. Kalasa and Banduri drinking water projects. Shivakumar insisted there were no legal blockers. Just push them through. Expeditious clearances needed.

He wasn't just talking about state work. He wanted broader support across the board. Assistance under schemes like PMKSY-AIBP. Flood Management stuff. And that whole MCAD Modernisation, Command Area Development and Water Management. It’s a lot of overlapping requirements trying to get funded.

Then there was the bigger regional focus. The Kalyana Karnataka region needs serious attention. He asked for annual financial support. Rs 25,000 crore yearly. Infrastructure and social sectors are lagging there. That area demands focused investment right now.

And don't forget the local level. Grants to Gram Panchayats. They’re waiting. The delay in getting money under the 15th Finance Commission for the 2025-26 year is messing up grassroots development initiatives. It feels like a systemic snag, you know?

Ultimately, it boiled down to this: cooperation. He was reiterating that Karnataka is ready to move forward. Accelerate growth. Fix these public service issues. The core message felt heavy the Centre needs to actually cooperate and ensure the money arrives on time for what they are asking for. It’s about keeping pace with state priorities, simply.
